利益相关者视域下“双减”政策执行的多重困境及其纾解策略

Multiple Dilemmas in the Implementation of "Double Reduction" Policy from the Perspective of Stakeholders and Its Mitigation Strategies

  • 摘要: 不同利益相关者基于对自我利益的关切形成政策执行过程中的复杂态势,明确所涉利益相关者的权力分布与利益诉求并对其进行分类科学管理,将助推“双减”政策行稳致远。基于利益相关者视角,建构“双减”政策有效执行的规范性前提、描述性基础、矛盾性分析、工具性策略的四分结构框架。“双减”政策有效执行的规范性前提需要考虑将利益相关者视角引入“双减”政策的合法性及合理性问题。“双减”政策的描述性基础一方面需要从学生、教师、家庭、学校、政府、社会等视角全景式刻画“双减”政策利益相关者主体图谱,另一方面需要对利益相关者根据利益与权力的异质性分布进行分类。“双减”政策利益相关者矛盾性分析涉及共体性矛盾、竞合性矛盾、竞争性矛盾、合作性矛盾四类矛盾。“双减”政策有效执行的工具性策略即纾解策略,是从动态保持、使得满意、最小努力、取得关注四个方面构建利益相关者协调共进路径。

     

    Abstract: Different stakeholders form a complex situation in the policy implementation process based on their concerns about their interests. Clarifying the power distribution and interests of the stakeholders involved and categorizing and scientifically managing them will help to promote the "Double Reduction" policy to be stable and far-reaching. Based on the stakeholder perspective, a four-part structural framework of normative premise, descriptive foundation, contradictory analysis, and instrumental strategy is constructed for the effective implementation of the "Double Reduction" policy. The normative premise of the effective implementation of the "Double Reduction" policy needs to consider the legitimacy and rationality of introducing the perspective of stakeholders into the "Double Reduction" policy. On the one hand, the descriptive basis of the "Double Reduction" policy needs to depict the subject map of the "Double Reduction" policy stakeholders panoramic from the aspects of students, teachers, families, schools, governments and society. On the other hand, stakeholders need to be classified according to the heterogeneous distribution of interests and power. The analysis of the contradiction between the stakeholders of the "Double Reduction" policy involves four contradictions: community contradiction, competing contradiction, competitive contradiction and cooperative contradiction. The instrumental strategy for effectively implementing the "Double Reduction" policy is the mitigation strategy, which needs to build a coordinated and common development path for stakeholders from four aspects: dynamic maintenance, satisfaction, minimum effort and attention.
