Abstract:
In the new era, China is in the process of promoting the construction of a high-quality education system and realizing a leading country in education, which requires the support of high-quality development of vocational education. The high-quality development of vocational education should focus on the "high-quality development of vocational colleges" as the origin. To this end, this study constructs an "ITDIPP" structural model for the development of vocational colleges based on systematic thinking, which covers the ideological pursuit system, target positioning system, direction power system, condition input system, organization operation system and quality output system of vocational college development. The six subsystems provide useful thinking for building a fairness measurement model of high-quality vocational education development, and also provide a value orientation for the effectiveness characterization of high-quality vocational education development. The fairness is an inherent requirement of the high-quality development of vocational education, and its measurement mainly depends on the ratio between the output system and the condition system of vocational colleges. This ratio will comprehensively reflects whether vocational colleges have achieved effective development. The effectiveness of high-quality development of vocational education is characterized by the effectiveness, efficiency, efficacy, benefits and impact of vocational colleges, and these five indicators are the result of the interaction between the six subsystems of vocational colleges. At the same time, the five indicators also correspond to the reliability, internal validity, external validity, difficulty and discrimination of vocational colleges, pointing to the five major constructions of vocational colleges, namely image, standard, ability, platform and brand.
