The One Hundred-year Exploration of Intra-Party Supervision: Historical Evolution and Present Enlightenment

摘要: 党内监督是马克思主义政党的基本特性，是中国共产党管党治党的核心手段和实现领导与执政的重要保证。建党百年以来，中国共产党党内监督经历了新民主主义革命时期有益探索、社会主义革命和建设时期曲折前行、改革开放新时期恢复发展、中国特色社会主义新时代战略跃升四个阶段。考察中国共产党党内监督百年探索历程具有重要价值启迪：党内监督是管党治党的关键一环，必须始终坚持把党内监督放在突出位置；党内监督同党的领导与执政的战略安排息息相关，坚持和加强党内监督必须与实现党肩负的历史任务紧密联系起来；党内监督是马克思主义政党的一项长期性实践，坚持和加强党内监督必须着力在日常监督、长期监督上探索创新、实现突破；党内监督本质上是自我监督，坚持和加强党内监督必须要有正视问题的自觉和刀刃向内的勇气。Abstract: Intra-party supervision is the basic characteristic of Marxist political parties, the core means of the CPC′s party management and the important guarantee for realizing leadership and governance. Since its founding a century ago, the CPC′s intra-party supervision has gone through four stages: fruitful exploration during the new-democratic revolution, tortuous progress in the socialist revolution and construction, recovery and development in the era of reform and opening up, and a leap in the strategy of socialism with Chinese characteristics for the new era. A review of the CPC′s century-long exploration of intra-party supervision is of great value and enlightenment: intra-party supervision is a key link in party governance and self-governance and we must always give prominence to intra-party supervision; intra-party supervision is closely related to the strategic arrangement of the Party′s leadership and governance and must be closely related to the realization of the historical tasks undertaken by the Party; intra-party supervision is a long-term practice of Marxist political parties and, to maintain and strengthen intra-party supervision, we must pursue innovations and breakthroughs in daily and long-term supervision; intra-party supervision is, in essence, self-supervision, so we must have the consciousness to face up to problems and the courage to turn inward for self-criticism and transformation.
