大学智库治理的三种机制及其效能提升路径

Three Mechanisms of the Governance of University Think Tanks and the Ways to Improve Their Effectiveness

  • 摘要: 大学智库治理主要依托组织、制度和价值三种机制发挥作用,三种机制在大学智库的治理过程中相互依存、相互支撑。随着中国大学智库建设初具规模,如何提升大学智库以质量为核心的“内涵”逐渐成为大学智库建设新一轮的挑战。从组织、制度和价值三个层面分析大学智库面临的治理困境,并在此基础上对大学智库的组织、制度和价值机制提出调整、规范与相互联动的对策建议,以提升大学智库治理主体的治理能力,深化大学共同治理的合作共识。

     

    Abstract: The governance of university think tanks mainly relies on the three mechanisms of organization, system and value. The three mechanisms are interdependent and support each other in the process of university think tank governance. As the construction of Chinese university think tanks has begun to take shape, how to improve the connotation of university think tanks with quality as the core has gradually become a new challenge for university think tank construction. By analyzing the governance dilemmas faced by university think tanks on the three levels of organization, system and value, it is proposed that the organization, system and value mechanism of university think tanks should be adjusted, standardized and interacted with each other, so as to enhance the ability of the university think tank governance body and increase the cooperative consensus for university co-governance.
