全球人工智能治理博弈下中国的战略困境与路径选择

China's Strategic Dilemma and Pathways in the Global AI Governance Arena

  • 摘要: 通用人工智能与生成式人工智能的爆发式发展,推动全球人工智能治理从多方协同转向主权国家战略博弈,形成美欧规制联盟、中国包容性阵营与发展中国家集体发声的三元格局。各方在技术标准、数据治理、AI武器化等关键议题上竞争激烈,同时在风险防控、伦理底线等领域存在合作共识。中国作为技术大国,深陷三重战略困境:技术突破中自主可控与开放融合的两难;规则博弈中话语权争夺与多元范式的协调难题;发展进程中安全保障与创新活力的动态平衡挑战。为破解困境,中国应锚定《全球人工智能治理倡议》,构建多边治理主渠道与补充机制协同框架,坚持自主创新与开放合作双轮驱动,推行分层分类差异化国际合作策略,统筹安全治理与可持续发展,为全球人工智能治理贡献兼具包容性与可行性的中国方案。

     

    Abstract: The explosive growth of general artificial intelligence and generative AI has propelled global AI governance from multi-stakeholder collaboration toward sovereign strategic competition, forming a tripartite landscape comprising the US-Europe regulatory alliance, China's inclusive bloc, and collective voices from developing nations. While intense competition persists over critical issues like technical standards, data governance, and AI weaponization, consensus on cooperation exists in risk prevention and ethical boundaries. As a major technological power, China faces a triple strategic dilemma: the tension between technological autonomy and openness in breakthroughs; the challenge of balancing discourse power struggles with coordinating diverse paradigms in rule-making; and the dynamic equilibrium between security safeguards and innovation vitality in its development trajectory. To overcome these challenges, China should anchor its efforts to the Global Initiative on AI Governance, establishing a coordinated framework where multilateral governance channels and supplementary mechanisms work in tandem. It must pursue a dual-track approach of independent innovation and open cooperation, implement a tiered and differentiated international cooperation strategy, and integrate security governance with sustainable development. This will enable China to contribute an inclusive and feasible solution to global AI governance.
