全球算力治理范式重构:从理论逻辑到实践路径

Paradigm Reconstruction of Global Computing Power Governance: Multidimensional Dilemmas, Institutional Roots, and Governance Pathways

  • 摘要: 以生成式人工智能为代表的新一轮科技革命,正推动算力从后台资源跃升为驱动经济增长、科技创新与国家战略竞争的关键新型生产要素。然而,全球层面的算力治理尚未形成具有充分解释力与前瞻性的理论框架与制度路径。本文系统梳理全球算力的发展演进与空间分布格局,深入阐释其作为通用目的技术所具有的经济属性与正负外部性,进而界定全球算力治理的基本内涵与核心维度。通过比较分析主要经济体算力治理的战略实践与制度逻辑,发现在算力“技术—经济”属性、资本逐利逻辑与地缘政治博弈三重力量的交织叠加下,当前全球算力治理陷入规则缺位、生态割裂、发展失衡与可持续性挑战的结构性困境。针对效率、安全、公平与可持续性的多重治理目标,应以开放包容、多边协同、权责对等与可持续发展为原则,通过多边协调机制建设、底层技术标准开放、绿色算力合作框架构建与能力建设支持四大路径,推动构建包容共治、务实有效的全球算力治理新秩序。

     

    Abstract: The new wave of technological revolution represented by generative artificial intelligence is transforming computing power from a back-end resource into a key new factor of production that drives economic growth, technological innovation, and national strategic competition. However, a theoretically robust and forward-looking framework and institutional roadmap for computing power governance at the global level have yet to be established. This paper systematically reviews the historical evolution and spatial distribution patterns of global computing power, and examines its economic attributes and both positive and negative externalities as a general-purpose technology, thereby clarifying the fundamental connotations and key dimensions of global computing power governance. Building on this foundation, through a comparative analysis of the strategic practices and institutional logics of computing power governance among major economies, the paper identifies the structural dilemmas facing global computing power governance and reveals their institutional roots. Finally, in light of the multiple objectives of global computing power governance, this paper proposes corresponding governance principles and policy pathways to advance an inclusive, pragmatic, and effective new order for global computing power governance.
