生产要素创新性配置赋能新质生产力发展的作用机理与实现路径

The Mechanism and Implementation Path of Innovative Allocation of Production Factors Empowering the Development of New Quality Productive Forces

  • 摘要: 新征程上,面对日益严峻的国内国际环境,加快发展新质生产力不仅是对马克思生产力理论中国化的创新与发展,而且是党中央领导与推动经济高质量发展的重大实践探索。从马克思生产力理论出发,才能回答什么是新质生产力、为何在此时提出发展新质生产力的时代命题,从而厘清新质生产力的演化逻辑。基于对新质生产力“要素新、技术新、载体新”现实特征的考量,多维度地剖析生产要素创新性配置赋能新质生产力发展的作用机理,发现:“要素新”呼吁新的要素组合方式;“技术新”对要素配置主体间的协同提出了新要求;“载体新”有赖于新的配套设施及制度支撑。变革优化生产要素的配置方式以加快发展新质生产力,需要从规范数据要素发展、促进传统要素提质增效,破解要素配置瓶颈、完善协同创新体系,合理优化存量要素、充分汇聚创新资源三个方面着手。

     

    Abstract: In the new journey, facing an increasingly severe domestic and international environment, accelerating the development of new quality productive forces is not only an innovation and development of Marx's theory of productivity in the context of China but also a significant practical exploration by the CPC Central Committee to promote high-quality economic development. This article, based on what new quality productive forces are and why the proposition of developing new quality productive forces is raised at this time, clarifies the evolutionary logic of new quality productive forces starting from Marx's theory of productivity. On this basis, considering the practical characteristics of new quality productive forces—"new elements, new technologies, new carriers"—the article analyzes the mechanism through which the innovative allocation of production factors empowers the development of new quality productive forces from multiple dimensions. Among these, "new elements" call for new ways of combining factors, "new technologies" impose new requirements on the synergy among the entities involved in factor allocation, and "new carriers" rely on new supporting facilities and institutional frameworks. Finally, the article discusses how to reform and optimize the allocation of production factors from three aspects: standardizing the development of data elements and enhancing the quality and efficiency of traditional factors, breaking through the bottlenecks in factor allocation and improving the collaborative innovation system, and reasonably optimizing existing factors and fully aggregating innovative resources, aiming to provide practical policy recommendations for accelerating the development of new quality productive forces.
