国际视野下数字教育的伦理风险:治理策略与现实挑战

Ethical Risks in Digital Education from a Global Perspective: Governance Strategies and Practical Challenges

  • 摘要: 随着国际上教育数字化转型进程的不断深入,伦理风险不断凸显。在此背景下,国际组织与多国政府通过多重治理路径来应对数字教育领域的伦理风险,具体包括:强化数据管控与技术自主,构建本土化数字教育体系;立法与技术创新并行,保护教育数据隐私与安全;多元主体协同治理,共筑数字教育伦理生态;促进师生数字素养提升,实现技术与教育可持续共生;强化全球数字教育治理,构建国际规约并深化国际合作。上述举措虽取得一定成效,但数字教育伦理风险治理仍面临诸多深层次的挑战,主要表现为数据流动规则碎片化与治理响应迟滞,技术、资本与教育本质存在深层矛盾。

     

    Abstract: As the global digital transformation of education continues to advance, ethical risks have become increasingly prominent. In response, international organizations and governments of various countries have adopted the following governance approaches to address ethical challenges in digital education: strengthening data control and technological autonomy to establish localized digital education systems; advancing both legislation and technological innovation to safeguard educational data privacy and security; fostering multi-stakeholder collaborative governance to build an ethical ecosystem for digital education; enhancing digital empowerment for teachers and students to achieve sustainable coexistence between technology and education; and strengthening global digital education governance by establishing international norms and deepening cooperation. While these measures have achieved some success, ethical governance in digital education still faces profound challenges, including fragmented data flow regulations, delayed governance responses, and deep-seated conflicts between technology, capital, and the essence of education.
