Deconstruction and Reflection of ISTE Standards for Educational Managers

Abstract
Educational administrators are the key to promoting the modernization of educational governance. ISTE standards are a framework for rethinking education and empowerment. Its standards for educational administrators is a core standard for educational administrators that points to the application of educational technology, and is widely used in the development of educational administrators in various states of the United States. The standard is based on the background of accelerating teaching innovation by technology, and innovatively proposes five role orientations and 22 index requirements for educational administrators, and maps out the development direction of educational administrators. It is a new public service theory of democracy and citizenship theory and organization humanism and the theory of dialogue theory of gene and reflects innovative management concepts, that is, the manager's role view which emphasizes multi-dimensional positioning, the manager's process view which focuses on multi-subject participation and the manager's development view which promotes the application of new technology. However, the standard is limited by its internal disciplinary thinking, and combined with the inherent characteristics of the American political and educational system, its implementation efficiency is greatly compromised, which provides an opportunity for reflection and inspiration to promote the modernization of Chinese educational governance and to further highlight the advantages of our system, governance effectiveness, and the advantages of the times.
