Construction and Application Research of an Evaluation Index System for the Quality of Independent Cultivation of Top-notch Innovative Talents in Universities

  • The evaluation system for the quality of independent cultivation of top-notch innovative talents in universities is crucial for assessing universities' talent development efficacy. Constructing a scientific and reasonable evaluation index system is not only an urgent requirement for implementing national policies but also a key measure to enhance the quality of university talent cultivation. This study integrates domestic and international policies and literature, incorporating evaluation indicators such as curriculum and teaching, resources and environment, and research and outcomes. Utilizing the Delphi Method and Analytic Hierarchy Process (AHP), the research establishes a long-term tracking mechanism with dynamic weight allocation, ultimately constructing a comprehensive quality evaluation model that balances the integration of top-notch innovative talent competencies and university-led cultivation standards. The application of this evaluation system reveals weaknesses in research-based practical teaching, with unsatisfactory participation and output levels. Universities require immediate institutional interventions to strengthen research engagement mechanisms and improve academic productivity.
