Abstract
The Silver-Age Plan is the "triple kinetic energy" of China's social development, that is, the internal kinetic energy of the continuity of the lifeline of the elderly, the external kinetic energy of the high-quality development of China's education and the free kinetic energy brought by the potential energy of education in the central and western regions. The selection and matching mechanism of educational talents based on the principle of person-post adaptation is the underlying logic of the Silver-Age Plan to enable the optimization of the central and western teachers, and the basic means to realize this logic are selection and expansion, use and demonstration. Systematic quality improvement is the focus of the current Silver-Age plan policy adjustment. With the help of three policy tools, such as flexible selection, competitive allocation and seed selection, it is an effective way to improve the quality of Silver-Age Plan policy system to set up posts, select and allocate Silver age teachers in the volatile areas, core areas and weak areas of the central and western teachers.
