Forming and Changing Mechanism of Network Grey Area and Its Governing Strategies

Abstract
Network grey area refers to the ideological and public opinion field taking the network as medium and lying beyond the existing political, legal and ethical constraints. It has many forms with the basic attributes such as fuzziness, concealment, ubiquity and flexibility, but it is in essence a subculture in the network space that does not meet the basic requirements of socialist core values, and the objectification product of human practical activities in the network information age. Under certain conditions, not only quantitative changes in morphological structure, scale and dependent platform, but also qualitative changes of transforming into network red area and network black area will occur. Therefore, we should discuss the governing strategies of network grey area taking socialist core values as the guide and maintaining the integration of law and morality, cyberspace and the real world, and technology and culture, which is of great theoretical and practical significance.
