Abstract
In the process of Chinese modernization, the concept of quality of teacher education has gone through different stages of prescriptive quality, need-based quality, and developmental quality, and its evolution has been characterized by a shift from qualification to excellence, from singularity to pluralism, and from closure to openness in terms of quality objectives, focuses of attention, and ways of thinking. The evolution of the concept of quality in teacher education has revealed a number of problems, including the weakening of the concept of teacher education, which has led to the problem of homogenisation of higher education, the weak concept of localisation, which makes it difficult to highlight Chinese characteristics, and the insufficient concept of targeting, which cannot accurately meet the needs of basic education. In order to solve these problems, it is necessary to change the concept of teacher education, return to the essence of teacher education, re-examine and rethink the requirements of teacher education, change the understanding of the relationship between globalisation and localisation, clarify the existence value of teacher education, and construct the concept of quality of teacher education, which is directed to the contribution of basic education services.
