Community Work and Public Crisis Governance: A Case Study of COVID-19 Prevention and Control in Guangzhou

Abstract
With the communitization of social governance function in China, community has increasingly become the key subject of practicing grass-roots social governance. Accordingly, in the public crisis governance, the functional value of community work is increasingly prominent. The unique advantages of community work in public crisis governance are not only rooted in the multiple characteristics of the community itself, such as being a community of social life with residents′ interests and being the primary site of crisis prevention and control, but also related to the support of professional, industrial and systematic mechanisms for community work. Community work still faces a series of problems in participating in public crisis governance. We should establish and improve the community system and mechanism matching with the public crisis governance and construct and form the emergency mechanism or platform dominated by or involving the community work, so as to give full play to the advantages of community work.
