Theoretical Foundations and Implementation Pathways of Forward-Looking Layout for Future Industries in Promoting Coordinated Regional Development

Underdeveloped regions possess multiple advantages in terms of systems, resources and technologies for laying out future industries, bringing new opportunities for coordinated regional development. This article explains the theoretical logic of promoting coordinated regional development by making forward-looking layout for future industries from the dimensions of factor endowment, regional division of labor pattern and industrial form. Research has found that the logic of future industrial layout can shift from "geospatial theory" to "factor determinism". If underdeveloped regions can seize the opportunity to shift their factor endowment from traditional resource dependence to the aggregation of high-end factors, regional division of labor from gradient following to networked collaboration, and industrial forms from the upgrading of traditional industries to the integration of future industries, it will help achieve the transformation of regional development from "gradient following" to "collaborative progress". In terms of the implementation path, the government should strengthen the leading role of grassroots planning, build a digital element regional adaptive evaluation system, scientifically delimit functional zoning of future industries, and consolidate the foundation of developed areas through industrial policies that support functional production; the market should fully play its basic role in investment, construction, and path selection, optimize resource allocation, and build an efficient networked division of labor system; underdeveloped areas need to focus on industry integration, strive to improve the support capabilities of technology talent, and application scenarios; Cross-regional synergy should be realized, and cross-regional cooperation mode should be innovated based on the existing cooperation mechanism, and a new mechanism administrative area cooperation should be constructed to make up for the lack of a single subject in terms of resource integration, risk sharing and value creation.
