From Coupling to Suspension: Processual Analysis of Digitally Empowered Ocean Collaborative Governance under the Influence of Implementation Context: A Case Study of the Smart Ocean Digital Platform in D District

The mutual constitution relationship between technology and organization is an important clue for understanding the digital empowerment of government collaborative governance. Existing research has a relatively static understanding of the connotations of the two, ignoring the dynamic influence of micro-execution context on the mutual constitution process between technology and organization. An analysis conducted by taking the Digital Platform of the Smart Ocean in District D as an example reveals the following: Firstly, the embedding of digital technology has propelled maritime functional departments to shift from fragmented "each acting on their own" to integrated "collaborative governance". Technology triggers the transformation of the organizational process and returns to issue-oriented governance logic, playing a crucial role in enhancing governance effectiveness. Secondly, the application of technology is affected in real time by uncertain contexts. The phased changes in the execution context have an impact on the ocean collaborative governance process of the government. As the power structure, interest relationships, and resource allocation shift from functional to dysfunctional, the interaction between technology and organization also undergoes a dynamic change from coupling to suspension. The above conclusions have addressed the relative deficiency of the theory of the mutual constitution between technology and organization in considering the elements of the dynamically complex context, and have unearthed the process mechanism inherent in the mutual constitution between technology and organization. This enriches and refines the practical and theoretical landscape of the digital empowerment of government collaborative governance in the Chinese context.
