Abstract:
DeepSeek has broken away from the Western technological path represented by ChatGPT and is hailed as a symbol of innovation in "technological democratization." Leveraging multiple core technological advantages, DeepSeek has been widely implemented across various levels of government systems, significantly enhancing governance capabilities. It helps expand the scope of governance, enrich application scenarios, and comprehensively improve the efficiency of modern governance. However, it may also create tensions between digital governance and the rule of law. Overreliance on artificial intelligence in government administration could lead to procedural failures, inappropriate governance actions, and imbalances in power and responsibility, thereby undermining citizens' legitimate rights and national interests, and constraining the digital and intelligent transformation of governance. To effectively address the risks and challenges posed by AI in governance and achieve an organic integration of digital-intelligent governance with the rule of law, it is essential to refine administrative procedures, standardize algorithmic discretionary acts, and rationally allocate power and responsibilities.
