The Mixed Urban and Rural Elderly Care Welfare System in "Village-to-Community" Cases

Abstract
The supply of elderly care services in different regions has both general characteristics and particular ones. The elderly service system in the "village-to-community" case of Guangzhou is studied to analyze the mixed urban-rural welfare system with distinctive characteristics. It is found through systematic investigation that the supply of elderly care services in the "village-to-community" cases has multiple subjects, which is significantly different from that of pure urban communities and of standard rural villages. The providers of the elderly services in the "village-to- community" cases include local governments, rural collective economic organizations, residents' committees and social work organizations that maintain the operation of old-age insurance. Among them, the first two provide very unique services, typical of the "village-to-community" cases; the last two reflect the generality of urban communities. The formation and evolution of the multiple mixed system depends upon a path of localization as well as the dynamics of top-down and bottom-up changes.
