Abstract
Constructing an educational system that serves lifelong learning for all is a major current policy with specific logical connotations. From the perspective of historical logic, it is rooted in the historical practice of education that is anchored to China's social governance and development; specifically, in the logic chain of education, examination, talent cultivation and selection, social governance and development in ancient China, education is not only the historical starting point but also the logical starting point; in the logical process of saving the country by education in the past hundred years, i.e., rejuvenating the country by science and education and strengthening the country by education, education has been the core factor running through it. From the perspective of value logic, the essence of the policy lies in serving lifelong learning for all the people, i. e., its specific aim being people-centered, its focus being on all the people, and its most important task being serving lifelong learning. From the perspective of practical logic, the fulcrum of the policy lies in constructing a comprehensive educational system, with the focus on strengthening the cohesion between education supply and demand and enhancing the internal consistency and the external fitness of the educational system.
