Abstract
The analysis of empowering poverty risk governance using digital technology is important to consolidate achievements in poverty eradication. Based on the analysis of poverty risk, we developed an analytical framework of empowering poverty risk governance using digital technology. At the stage of poverty return risk exposure, digital technology can empower the construction of poverty risk warning mechanisms by identifying risk sources, assessing risk levels and determining warnings. Moreover, in the stage of poverty return risk response, digital technology empowers the government, vulnerable people, communities, enterprises and public organizations to form collaborative relationships. Furthermore, in the stage of resilience enhancement, digital technology empowers individual and organizational resilience. In order to improve the effectiveness of empowering poverty risk governance, it is necessary to establish standards for poverty risk data, break down information barriers, focus on the synergy between grassroots management and digital empowerment, improve the automation of data collection, and improve digital literacy and skills.
