Abstract:
The community welfare governance in an era of population aging focuses on providing for the elderly. The welfare governance in the inner urban community is studied in terms of micro-actors and their interaction. It is found that the pension system has failed to achieve the expected result of welfare governance. The underlying reason is that the cooperation between the various actors involved in the system is in a state of separation and a mechanism of integration is yet to be set up to achieve the effect of "1+1>2". In the future, attention should be paid to the construction of public platforms and the removal of the separation between the various subjects.
