Abstract:
Since the reform of the supervisory system, a new selection standard for the compound supervisor has been established in China, with political quality as the primary standard, professional ability as the core standard, and morality as an important standard.Although generally satisfying the needs of supervisors' responsibilities, there are still shortcomings in the scope, content, and procedure of the standard.The norms manifest in issues such as generalizing the scope of selection, lacking specific eligibility criteria, and lacking independence in the selection process.Therefore, it is advisable to define the connotations and extensions of the terms of supervisors, ombudsmen and supervision agencies through legal hermeneutics in order to delineate the scope of their selection.The evaluation standards such as political maturity, ethics and professional competence should be established to refine the selection qualifications.The relevant legislation on the selection process and safeguards should be further improved to form a systematic and independent selection process and supervision mechanism.Based on addressing the above shortcomings, the implementation of the selection standards for supervisors should be further guaranteed.
