教育强国建设:教师教育当何为——兼论“国优计划”对师范院校的影响

Power Construction of Education: How Should Teacher Education be Done?——Simultaneously Discussing the Impact of a "National Excellence Plan"on Normal Universities

  • 摘要: 强教必先强师。教师教育关系到教师高质量发展。21世纪以来,“师范教育”一词被“教师教育”替代、将教师教育纳入高等教育体系、高水平非师范院校参与教师教育这三大事件都是着眼于教师高质量发展。教师教育联结教育强国建设的基础教育“基点”与高等教育“龙头”。基于基础教育“基点”的教师教育在相当程度上决定了基础教育能否“搞得越扎实”、真正成为高质量发展的基点,从而起着基础性支撑作用。作为高等教育“龙头”的教师教育就在于引领与创生:引领意义包括引领基础教育改革的方向和教师发展的方向,以及在“师范大学—地方政府—中小学”教师教育模式中起主导作用;创生意义则在于创新教师教育模式。构建以师范院校为主体、高水平非师范院校参与的中国特色教师教育体系,蕴含了师范院校为主体、高水平非师范院校参与、教师教育体系构建这三大要义。在新的形势下,师范院校要守正创新,即扬师范院校的师范之长守教师教育之正,补师范院校的学科之短创教师教育之新。

     

    Abstract: Stronger education must be preceded by stronger teachers. Teacher education is related to the high-quality development of teachers. The term "normal education"has been replaced by "teacher education" since the new century, integrating teacher education into the higher education system, participation of high-level non-normal universities in teacher education, these three major events are all focused on the high-quality development of teachers. Teacher education connects "basic point" of basic education and the "leader" of higher education of power in the construction of education.Teacher education based on the "basic point" of basic education largely determines basic education whether can be "more solid" and truly become the basis for high-quality development, thus playing a fundamental supporting role. Teacher education as the "leader" of higher education to lead and create, that is lead and create the direction of basic education reform and teacher development, and play a leading role in the teacher education model of "Normal University-Local Government-Primary and Secondary Schools", the significance of creativity lies in innovating teacher education models. Constructing a Chinese characteristic teacher education system with normal universities as the main body and high-level non-normal universities participating, it embodies the three main principles of normal universities as the main body, high-level participation of non-normal universities, and the construction of teacher education systems. Under the new situation, normal universities should adhere to integrity and innovate, that is to promote the teacher education strengths of normal universities and adhere to the orthodoxy of teacher education, enhancing the shortcomings of disciplines in normal universities and innovative teacher education.
