中小学教师队伍发展:成就、问题与策略——基于全国8个省份中小学教师工作、生活样态调查

Achievements, Problems and Strategies of the Development of Teaching Staff in Primary and Secondary Schools—Based on the Survey of Work and Life Styles of Teachers in Primary and Secondary Schools in Eight Provinces of China

  • 摘要: 教师是学校发展之本,教育发展之魂。《中国教育现代化2035》将“建设高素质专业化创新型教师队伍”确定为教育现代化的十大战略任务之一,而且将之视为推进教育现代化、建设社会主义教育强国的重要支撑。教师队伍建设是一个动态的发展过程,需要教育界持续关注其发展动向。通过对全国8个省份中小学教师工作、生活样态的调研发现,中国中小学教师队伍建设取得了重大成就,具体表现为:教师队伍规模日益壮大、教师队伍师德建设成效显著、教师队伍教学能力整体提升以及教师队伍社会声望相对较高。与此同时,中国教师队伍建设依然面临严峻挑战,具体表现为:教师队伍结构有待巩固、师德师风建设有待加强、教师教学能力有待提升、教师工作强度有待调整、教师保障体系有待完善以及教师社会声望有待改善。基于以上现实,提出中国教师队伍建设的策略建议:完善中小学教师队伍治理体系、推动中小学教师队伍法制建设、加强城乡中小学教师互动融合、建设品德优秀的“筑梦人”队伍、增强中小学教师职业认同感、建立“幼小初高大”一体化教师教育新模式。

     

    Abstract: The teaching staff is the foundation of school development and the soul of education development. China's Education Modernization 2035 plan identifies "building a highly professional teaching staff with innovative aspirations" as one of the ten strategic tasks of education modernization, and regards it as an important support for promoting education modernization and building a socialist education power. The construction of teaching staff is a dynamic developmental course whose trend requires sustained attention paid by the educational world. According to the survey on the work and life styles of teachers in primary and secondary schools in eight provinces of China, the construction of teaching staff has made significant achievements with specific performances including the growing scale, the remarkable success in ethics construction, the overall improvement of teaching ability, and the relatively high social reputation of the teaching staff. At the same time, the construction of teaching staff in China still faces severe challenges: the structure of teachers needs to be consolidated, the construction of teachers' morality needs to be strengthened, teachers' teaching ability needs to be improved, teachers' work intensity needs to be adjusted, teachers' security system needs to be improved, and teachers' social reputation needs to be improved. Based on the prevailing problems above, strategy suggestions on the construction of teaching staff in China are put forward in this paper: to improve the governance system of primary and secondary school teachers, to promote the legal construction of primary and secondary school teachers, to strengthen the interaction and integration of urban and rural primary and secondary school teachers, to build a team of "dream builders" with excellent moral characters, to enhance the professional identity of primary and secondary school teachers, and to establish a new integrated teacher education model of "Education-Government-University-Schools".
