Understanding the Diversity of Collaborative Organizations for Air Pollution Control in China: Type Differences and Selection Logic

  • 摘要: 大气污染逐渐成为区域公共事务治理的重要领域,为实现更有效的治理,中国在组织建设方面进行了有益探索,形成了多样化的组织形态,而如何理解这些组织的类型差异和选择逻辑成为科学评价和优化的理论问题。大气污染的协同治理组织,是在面对不同的大气污染治理和集体行动需求时,在充分考虑组织有限理性和资源约束的情况下设立的高效协作的多样化政府机构间合作网络。基于“职能—周期”二维分类框架,中国目前的大气污染协同治理组织可划分为综合常设、常设单一、单一应急以及应急事件四类。本文结合典型政策文件与法律依据,从组织结构形态、结构配置以及协同运作等方面总结了不同类型组织的政策导向、结构特征和形成逻辑,并对如何进一步优化不同类型组织的功能与建设提出建议。

     

    Abstract: Air pollution has gradually become an important area of regional public affairs governance. In order to achieve more effective governance, China has made useful explorations in organizational building and established diversified organizational forms. Therefore, how to understand the type differences and selection logic of these organizations has become a theoretical problem of scientific evaluation and optimization. On the premise of the difference between air pollution control and collective action demand, the logical mechanism of rational choice for the formation of organizational diversity of collaborative air pollution control based on the limited rationality and resource constraints of the organization is put forward. The two-dimensional classification framework of ″function-cycle″ is constructed. At present, China′s air pollution collaborative governance organizations can be divided into four categories: integrated permanent category, permanent single category, single emergency category and emergency event category. Combined with the typical policy documents and legal basis, the policy orientation, structural characteristics and formation logic of different types of organizations are summarized from the aspects of organizational structure form, structural configuration and cooperative operation. The paths for further optimization of the functions and construction of different types of organizations are suggested.
