Abstract:
This paper takes the 324 policy documents issued at the central level since the 18th National Congress as the research object, and analyzes the evolution and development trend of China's financial support to agriculture policy from five dimensions of policy issuance change, issuance type, issuance department, theme evolution, and role of the target based on policy bibliometrics and content analysis method. The results show that since the 18th National People's Congress, the number of policy documents on financial support for agriculture has shown an overall increasing trend, and most of them have been issued in the form of opinions and notices; the main body of policy issuance has shown diversified characteristics, and the degree of inter-departmental joint decision-making is high, but the synergy between departments needs to be improved; the policy focuses on promoting the development of rural industries. In addition, the evolution of policies has been markedly stage-specific, with policies in the precision poverty eradication stage focusing on innovative financial poverty-alleviation mechanisms in order to promote poverty eradication and income generation for rural households; and policies in the rural revitalization stage focusing on deepening the supply-side reform of rural finance and improving the rural financial service system in order to consolidate and expand the results of the poverty eradication and rural revitalization efforts.
