Abstract: The article focuses on an effective mechanism to resolve the ambiguity dilemma of grassroots governance through the empowerment of data. Through the investigation of the typical case of data empowerment in Gusu District, the core mechanism of data empowerment grassroots governance can be refined into "full factor clarity": First, through the in-depth application of cutting-edge digital technology, the grassroots government's ability to absorb, perceive and recognize data has been significantly enhanced. Second, thanks to the combined use of data acquisition, data perception and data cognition capabilities by grassroots governments, various elements of grassroots governance, such as governance objects, governance subjects, governance resources, governance processes and governance results, have also shifted from ambiguity to clarity. Implicit behind "full element clarity" is the seamless governance logic based on event traction and the agile governance logic based on the integration of data and reality.
