  • 摘要: 如何切实有效地减轻中小学教师负担一直是社会各方关注的热门话题。因此,迫切需要通过全国范围内的大样本调查研究来探明当前中小学教师工作时间的现状及对工作负荷感的影响。对全国48 874名中小学教师的工作时间及对工作负荷感的影响进行问卷调查,发现:目前中小学教师总体工作时间较长,且时间分配结构不合理;不同类型中小学教师每天工作时间存在显著差异;工作时长、用于处理纠纷和协调关系的时间以及工作时间的主观感受显著影响中小学教师工作负荷感。为进一步落实中小学教师减负工作,建议:厘清工作边界与尊重教师专业自主权并行;考虑教师群体差异,因“群”施策,重点关注青年女教师和班主任等特殊教师群体;重点治理由非教学性工作产生的工作负荷。

     

    Abstract: In recent years, how to effectively reduce the burden of primary and secondary school teachers has been a hot topic concerned by all sides of society. Therefore, it is urgent to investigate the current situation of working hours of primary and secondary school teachers and its impact on their work load perception through a nationwide large-scale sample survey.Through a questionnaire survey of 48, 874 primary and secondary school teachers in China, on their working hours and the impact on their sense of work load, the following findings are found: First, the overall working hours of primary and secondary school teachers are long, and the time allocation structure is unreasonable. Second, there are significant differences in the working hours of teachers in different types of primary and secondary schools. Third, working hours, time spent on dispute handling and coordination, and subjective perception of working hours can significantly affect teachers' sense of work load. In order to further implement the work of reducing the burden of primary and secondary school teachers, it is suggested to clarify the work boundary and respect the professional autonomy of teachers; considering the differences of teacher groups, we should focus on special groups such as young female teachers and class teachers because of the "group" policy; we should also focus on managing workloads generated by non-instructional work.
