高校内部劳动力市场的分割性及效率

  • 摘要: 高校内部劳动力市场被身份、岗位、部门分割成若干个相互独立而封闭的单元,这种分割性影响了高校按照效率原则对内部劳动力的重新配置和再次分工,进而影响了高校运行效率。身份分割降低了要素流动和配置效率,岗位分割提高了分工效率,部门分割通过“单位”内部部门间的有限度竞争提高了专业技术人员的分工效率、但一定程度上降低了管理人员的配置效率。根据内部劳动力市场理论,优化内部运行规则将有助于提高要素配置效率,这对高校人事管理制度改革有启示作用。

     

    Abstract: Internal labor market in university is segmented into several independent and closed sections with identity, position and department, which affects the internal labor reallocation and division, and further, the efficiency of internal labor market. In the article, it is pointed out that identity segmentation degrades the efficiency of factor mobility and allocation, position segmentation increases the efficiency of labor division, department division increases the efficiency of professionals division, but to some degree, degrades the efficiency of manager allocation through the limited competition within internal departments. According to the internal labor market theory, optimization of internal operation regulation does benefit to increase the efficiency of factor allocation, which inspires the reform of personnel management in universities.
