The Essence and Governance of Internet Public Opinion: A Case Study of the COVID-19 Epidemic

  • 摘要: 网络舆情的实质是政府回应问题而非信息问题。新冠肺炎舆情从酝酿至爆发、反复,以至最后消减,均与地方政府对公众的疫情需求回应密切相关。舆情治理要从信息治理的思路转变到提高政府回应实效的思路上来,即正确定位舆情性质、提高回应能力及解决回应的机制瓶颈。

     

    Abstract: The issue of internet public opinion is, in essence, an issue of the government response to a problem rather than a problem of information. The public opinion about the COVID-19 epidemic, including its formation, explosion, repetition and reduction, are all closely related to the local government's response to the public demand for information. The governance of public opinion should shift from information governance to improving the effectiveness of government response, that is, correctly identifying the nature of public opinion, improving the ability to respond, and solving the bottleneck of response mechanism.
