Abstract:
In the face of global catastrophes, cross regional coordination and linkage between cities is the proper meaning of national security system construction. In the face of cross regional collaborative governance problems, existing studies have proposed a coordination mechanism for national system construction, government power relations and technology empowerment, which reflects the solution under the leadership of the government, but ignores the bridging role of political and social cooperation. From the perspective of technology empowerment, this paper proposes the operation mechanism of "technology empowerment" through the case of mutual recognition and mutual transfer of "cross-border health codes" between Guangdong and Macao. It is found that information technology provides an opportunity structure for functional integration and an elastic space for resolving the institutional tension to achieve "hard connectivity" for basic implementation; The government established rules and stimulated the participation of the main body, and the public gave recognition and authorization support to achieve the "soft docking" of the rules and mechanisms; Finally, jointly achieved the empowerment governance of cross regional crises. The contribution of this study is to find out that, apart from the government power system, technology empowerment plays an important role in solving trans regional institutional barriers.
