Abstract:
Since the founding of the People's Republic of China, China's teacher education policy has gone through four stages: the beginning stage of exploring the construction of a new China's teacher education system (1949—1977), the adjusting stage of promoting the important strategic position of normal education (1978—1997), the transition stage of building an open and modern teacher education paradigm (1998—2008) and the intensive stage of comprehensively promoting the high-quality and balanced development of teachers (2009—2019). The evolutionary logic manifests itself as policy subjects from management to governance, policy objectives from efficiency to fairness, and policy concepts from protocols to services. In the future, the development of China's teacher education policy will regard cultivation of teachers' ethics as a value guide, innovate the training model of teacher education, ensure the balanced development of the teaching staff, improve the teacher education system, and promote the construction of teacher education legal system.
