Abstract:
Chinese administrative institutions "housing reform" still have some remaining problems to be solved, such as Diff-Areabetween size certificate, owners' common assets and property unit assets unknown, property management rights and responsibility unknown, etc.The main reason is the "one-size-fits-all" use of 1.333 coefficient to measure the housing floor area, as well as the low degree of standardization of building support and the low degree of marketization of property management.In fact, the building division ownership of housing-reform house is the same as commercial house.It is suggested that the Diff-Area of size certificate should be conditionally "transferred" to the owner, and the boundary and method of property management should be determined on the basis of distinguishing the owner's exclusive, owner's common ownership, property ownership unit ownership and public ownership assets; we will increase investment in the infrastructure for housing reform, improve the marketization of property, and continue to pay maintenance funds to maintain social stability.
