Innovation of Disaster Social Work in the Perspective of Environmental Justice

  • 摘要: 社会工作与环境息息相关,环境正义应成为社会工作的重要议题。在灾害社会工作中,社会工作者需要将环境正义融入全生命服务过程。就“自然—社会”而言,自然环境正义与社会环境正义具有不可分割性,社会工作者不仅需要对自然环境过度开发与弱势群体不公平制度安排持批判态度,而且要对现有环境不平等状况给予高度关注。就“正义—课程”而言,为了在社会工作服务中融入环境正义理念,需要培养学生践行专业正义的价值观与使命感。就“正义—重建”而言,社会工作者一方面倡导不能将“更好的重建”作为灾后消耗自然资源的借口,另一方面将服务对象从“受灾群体”向“弱势群体”转变。就“性别—正义”而言,社会工作者将性别作为灾害服务的关键指标,尤其需要关注妇女群体。就“环境—人类”而言,社会工作者必须重新考虑“人在环境中”的专业理念,这已成为灾害服务中复杂与关键的新兴领域。尽管灾害会进一步加剧环境不正义问题,但也提供了前所未有的改变机遇。社会工作者需要在环境正义视角下建构灾害全生命周期服务新实践模型,从根本上摆脱传统对环境正义议题的忽视。

     

    Abstract: Social work is a profession closely related to the environment, so environmental justice should become an important topic of social work studies. Social workers need to integrate environmental justice into the whole-life service process. In terms of ″nature and society″, the natural environment justice and social environmental justice are inseparable. Social workers need not only to be critical of the over-exploitation of the natural environment and the punitive institutional arrangements for the disadvantaged groups but also to be aware of the existing environmental inequality. As far as ″justice and education″ is concerned, in order to integrate the concept of environmental justice into social work services, it is necessary to cultivate students′ values and sense of mission to practice professional justice. In terms of ″justice and reconstruction″, social workers advocate that ″better reconstruction″ cannot be used as an excuse for consuming natural resources, and on the other hand, they also need to transform their service targets from ″disaster-affected groups″ to ″vulnerable groups″. As far as ″gender and justice″ is concerned, social workers should regard gender as a key indicator of disaster services and pay attention to women especially. As far as ″environment and human″ is concerned, social workers must reconsider the professional concept of ″people in the environment″, which has become a complex and critical emerging field in disaster services. Although disasters will further exacerbate environmental injustice, at the same time it also provides unprecedented opportunities for change. Social workers need to construct new theories and new practical models of life-cycle disaster service from the perspective of environmental justice and fundamentally get rid of the traditional neglect of environmental justice issues.
